GCMS Notes After a Study Permit Refusal

Your refusal letter tells you that you were refused. Your GCMS notes show the full record of how your file was assessed, so your next application answers the officer's real concerns.

Before you reapply

Most repeat refusals happen because the new application doesn't fix the problem the officer actually had. Know the exact reasons first, then rebuild your application around them.

I already received the officer's decision notes. Do I still need GCMS notes?

Since July 29, 2025, IRCC includes the officer's decision notes with most study permit refusal letters. If yours came with clear, complete notes, read them carefully first. You may not need anything else.

Full GCMS notes are still worth ordering in these situations:

You applied through the new IRCC Portal

Applications submitted through the IRCC Portal – New version do not currently receive decision notes with the refusal letter.

Your notes were redacted

IRCC can withhold parts of the decision notes. A GCMS notes request may give you more, and it shows you what was withheld.

You were refused before July 29, 2025

Older refusals came with a short checklist letter only. GCMS notes are the only way to see the officer's reasoning.

You need your full file history

GCMS notes cover more than the final decision: your earlier applications, the documents IRCC received, and each processing step. A consultant or lawyer preparing your next application will want this full picture.

Common reasons study permits are refused

Refusal letters usually cite one or more standard grounds. The notes explain what the officer found weak in your specific case.

Not satisfied you will leave Canada

The most common ground, under paragraph 216(1)(b) of the Immigration and Refugee Protection Regulations. It usually relates to your ties to your home country, your travel history, or your family ties in Canada.

Financial resources

The officer was not convinced you can pay tuition and living costs. Unexplained large deposits and income that can't be verified are frequent issues.

Purpose of study

The program didn't seem to fit your education or career path, or your study plan didn't explain why you chose it.

Missing or unclear documents

Documents the officer expected were missing, unclear, or could not be verified. GCMS notes show which documents IRCC actually had on file.

Thinking about a Federal Court review? Act quickly

If you want to challenge the refusal in Federal Court, the deadline to apply is generally 60 days from the decision if you applied from outside Canada, and 15 days if you applied from inside Canada. GCMS notes can take 30 days or more to arrive, so speak to an immigration lawyer right away rather than waiting for them.

1. Fill in the order form

Choose Study Permit as the visa type and enter the UCI and application number from your refusal letter.

2. Pay and upload consent

Pay securely with Stripe, then upload your signed consent form so the request can be filed.

3. Track and download

You get a tracking number and an email at each stage. When your notes are ready, download them securely.

Do I still need GCMS notes if my refusal letter included the officer's decision notes?

Often not, if the decision notes are complete and explain the refusal clearly. GCMS notes are still useful if parts of the decision notes were redacted, if you applied through the IRCC Portal – New version, if you were refused before July 29, 2025, or if you need your full file history for a new application or legal advice.

Will ordering GCMS notes delay my new study permit application?

No. A GCMS notes request is separate from your application. You can prepare or submit a new application while you wait for your notes.

How long does it take to get GCMS notes after a study permit refusal?

Orders placed today are generally completed within 30 to 35 days. If you are thinking about a Federal Court judicial review, speak to a lawyer right away, because the filing deadline may pass before your notes arrive.

What information do I need to order?

Your full name, date of birth, country of birth, and your UCI and application number from your refusal letter. After payment, you upload your signed consent form.

Can I get GCMS notes for an older refusal?

Yes. Your GCMS notes include your application history linked to your UCI, including earlier study permit or visitor visa applications.
