No officer notes with PR refusals

IRCC sends officer decision notes with visitor visa, study permit and work permit refusals only. For Express Entry and other PR applications, GCMS notes are still the main way to see the officer's reasoning.

Why order GCMS notes for a PR application?

Your application is delayed

IRCC aims to process most Express Entry applications within 6 months. If yours has gone well past that, GCMS notes show which stage it is at and whether anything is waiting on you.

Your application was refused

A PR refusal letter often gives only a brief reason. The notes show what the officer found missing or unconvincing, so your next profile and application can fix it.

You received a procedural fairness letter

A procedural fairness letter means an officer has a concern, such as possible misrepresentation. The notes can show the full background to that concern. Deadlines to respond are short, so get professional advice right away.

You are preparing to apply again

Your notes include earlier applications linked to your UCI. If you were refused before, knowing exactly why helps you avoid the same outcome.

What your GCMS notes show on a PR file

PR applications go through several separate checks. GCMS notes record the status of each one, usually with dates. For help with the terms and codes, see how to read your GCMS notes.

Common reasons Express Entry applications are refused

Work experience not proven

Employment letters that don't clearly match the duties of the claimed occupation (NOC), or missing details like hours, dates and salary.

Points claimed without proof

Your application must support the points in your profile. If a job offer, education credential or language score can't be verified, the points can fall below the draw cutoff.

Proof of funds

For programs that require it, funds that are too low, not available, or not documented for the required period.

Misrepresentation

False or inconsistent information, even by mistake, can lead to refusal and a five-year ban from applying. This is why a procedural fairness letter needs a careful response.

Refused or badly delayed? Talk to a lawyer early

If you want to challenge a refusal in Federal Court, strict deadlines apply, generally 15 or 60 days depending on your situation. For very long delays, a lawyer may use your GCMS notes to decide whether a court application to push IRCC to decide (called mandamus) is an option. Don't wait for your notes before getting advice on deadlines.

How to order your GCMS notes

1. Fill in the order form

Choose Permanent Residence as the visa type and enter your UCI and application number from your acknowledgement of receipt or refusal letter.

2. Pay and upload consent

Pay securely with Stripe, then upload your signed consent form so the request can be filed.

3. Track and download

You get a tracking number and an email at each stage. When your notes are ready, download them securely.

Does IRCC send officer decision notes with PR refusals?

Not at the moment. IRCC includes officer decision notes only with refusals of visitor visas, study permits and work permits. For Express Entry and other permanent residence applications, GCMS notes are the main way to see the officer's reasoning.

Will ordering GCMS notes slow down my PR application?

No. A GCMS notes request is handled separately from your application and does not delay or affect its processing.

What does "Eligibility passed" mean in my GCMS notes?

It means an officer has reviewed your application and found that you meet the requirements of the program you applied under. Admissibility checks, such as security, criminality and medical, can still be in progress after eligibility is passed.

My online status tracker says "in progress". Will GCMS notes show more?

Usually yes. The tracker shows broad stages. GCMS notes show the dates officers worked on your file, what they reviewed, and any concerns or pending requests they recorded.

Can I order GCMS notes while my application is still in process?

Yes. You do not need to wait for a decision. The notes show everything recorded on your file up to the date of the request.

How long does it take to get my GCMS notes?

Orders placed today are generally completed within 30 to 35 days.
